Catcliffe Memorial Hall

T.A.D. Architects were originally commissioned by Catcliffe Parish Council in 2013 to assist them in assessing the future options for their Memorial Hall, at Old School Lane, Catcliffe. The Memorial Hall was opened in 1962 and is situated in the heart of Catcliffe. It was built as a memorial to those who lost their lives in the Second World War and initial funding was by a welfare fund started during the same war by residents.

The Hall was suffering from a lack of investment leading to a general deterioration of the finishes and quality of the spaces, alongside a reduction in use that left some areas of the building underutilised, but still created cost and risk for the Council. Further issues with building services had led to some significant water leaks in the building that had damaged a large area.

The lack of quality within the spaces meant that the Council could not maximise the use of the hall and generate additional revenue to fund the long term future of the hall. T.A.D. were able to assist the Council with reviewing the current status of the hall and assessing the options moving forward.

Initial work focussed on understanding the existing condition of the building, its fabric and services. In reviewing the existing building it became clear that significant investment would be needed to bring the building up to a habitable standard and further investment would be needed to make the facility an attractive proposition for use by external organisations and individuals to increase the utilisation of the facility and therefore income.

It was decided that just dealing with the existing issues would not secure the long term viability of the Hall as there were a number of other issues relating to function and operation that were limiting its scope.

T.A.D. were able to assist the Council, who had limited experience of this sort of capital project, in producing a full Option Appraisal for the site considering all of the options and associated costs from a “do nothing” scenario to a full new build project. This identified a number of possible options that the Council were then able to use to consult their constituents and subsequently make an application for Government funding to facilitate the project.

The preferred option saw the demolition of the significant part of the building that contained most of the cost and risk for the Council in the short and longer term and provided little or no benefit to the function and operation of the hall. T.A.D.’s approach to stand back from the project, use our Experience and Understanding of their needs and consider all options was key to identifying this potential option.

T.A.D. were then able to use their Leadership and Project Management Skills to guide the Council through the design and construction phases of the project enabling accurate briefing for the design, applications to be made at the right time and informed decisions to be made to manage costs on the project.  Our understanding of the Council’s needs in relation to procurement enabled the use of the YorBuild2 Framework and O&P Construction were appointed as contractor for the project. The refurbishment works were completed on time and within budget in Spring of 2017.
